Portugal and the European Idea: from Salazar to the “great illusion” crisis
Resumo
As is well known, the idea of Europe is not strictly unique to the
so-called “European” post-war process, which dates back to the 19th
century, took shape following the Second World War and to which Portugal
acceded in 1986. The idea of a “new Europe” also arose, with all its
charismatic nature, during the fascist dictatorship, and Salazar’s Portugal
embraced it in its “westernizing” dimension, without losing sight of its
colonial policy planned for Africa and the “East”.
In fact, “Europe” took shape and later developed more as a form of
economic pragmatism than as a cultural idea. After all, criticism to this
reality, both from the political “left” and “right”, predates the very creation
of the EEC. Today, the “crisis of Europe”, along with the thus-far
unsuccessful attempts to overcome it, is clear to all. In short, such is
the subject of this summary paper written as a tribute to our colleague,
Maria Manuela Tavares Ribeiro, who has devoted herself to the study of
these matters, which continue to pose many questions in present times.
A ideia de Europa não é — como se sabe — estritamente própria
do processo dito “europeu” do pós-guerra, que vem do século XIX, se
formou depois da II Grande Guerra e a que Portugal pôde aderir em
1986. A ideia de uma “nova Europa” surge também, com todo o seu
caráter carismático, no Fascismo, e o Portugal de Salazar aceitou-a na
sua dimensão “ocidentalista”, sem perder de vista a sua linha colonial
que se projetava para África e para o “Oriente”. A “Europa” formou-se e
desenvolveu-se mais como pragmatismo económico do que como ideia
cultural. A crítica a essa realidade afinal é anterior à própria formação
da CEE, vinda da “direita” ou da “esquerda”. Hoje é evidente a “crise da
Europa”, como serão notórias as tentativas, até agora pouco conseguidas,
de a ultrapassar. É este, sumariamente, o tema deste artigo de síntese
em que se procura homenagear a nossa colega Maria Manuela Tavares
Ribeiro, que se tem dedicado a estas questões, as quais tantas interrogações
projetam no presente.
