Elections in Timor-Leste: the role of popular participation in statebuilding

In Timor-Leste popular will has been a key factor to independence. Building the new state
and its institutions was the subsequent aim, in order to achieve self-sustainability and de facto
independence. Statebuilding policies had arguable levels of success and the main critiques
to the UN intervention concern the lack of popular participation and the disregard of local
realities. In Timor-Leste popular participation has been exerted mainly through the right to
vote. It was the case of the 1999 Popular Consultation, leading to independence, and on the
following elections for the Constituent Assembly, until the 2012 general elections. Starting
from the Popular Consultation, with a turnout of 98%, it is important to analyse deeply these
processes, including the drafting of the Constitution or the government formation system,
and see how these relate to popular participation expectations, with a strong impact in the
consolidation of the state. In this chapter we analyze the elections and the electoral system
in Timor-Leste, including its evolution and possible repercussions. We conclude with an
analysis of the 2012 elections and current electoral system, highlighting challenges and
opportunities for the consolidation of the young democratic state.
Em Timor-Leste a vontade popular tem sido um fator-chave para a independência. Construir
o novo Estado e as suas instituições foram os objetivos seguintes, de forma a obter a autossustentabilidade
e a independência de facto. As políticas de construção do Estado tiveram
níveis de sucesso discutíveis, reportando-se a maioria das críticas à intervenção da ONU ao
descurar da participação popular e das realidades locais. No Estado timorense verifica-se
que a participação popular tem sido enquadrada principalmente através do exercício do
voto. Foi assim na Consulta Popular de 1999, conduzindo à independência, e nas subsequentes
eleições para a Constituinte, até às eleições de 2012. Partindo da Consulta Popular de
1999, com uma participação de 98%, é importante analisar a esta luz também os processos
posteriores, incluindo a elaboração da Constituição ou o sistema de formação de governo,
nomeadamente, e ver de que forma se relacionam com as expetativas de participação da
população, com forte impacto num Estado em consolidação. Neste capítulo analisamos as
eleições e o sistema eleitoral em Timor-Leste, incluindo a sua evolução e possíveis implicações.
Terminamos com uma análise das eleições de 2012 e do sistema eleitoral, elencando
desafios e vantagens para a consolidação do jovem Estado democrático.
