The Eu as a security actor in Africa: the nexus between the multilateralism approach and capacities
Resumo
The 2016 Global Strategy of the European Union (EU) renews the Union’s
commitment to multilateralism by seeking to contribute to the success of a multilateral
approach to tackle the risks and threats of the global world, of its neighbourhood, and of
the EU itself. Therefore, the EU proposes to increase strategic autonomy and, at the same
time, to strengthen cooperation with partners, in particular with NATO. The argument of
this chapter is that the EU is willing to become a global power capable of dealing with new
types of conflict and transnational threats, in a multilateral approach. However, it does not
yet have the capacities to do so, and an additional effort is required for their development.
In addition, the chapter looks at the EU’s relations with Africa, in particular the Sahel, as the EU has underlined the importance of cooperating with the neighbourhood in order to
strengthen its own security.
A Estratégia Global da União Europeia (UE), de 2016, renova o compromisso
com o multilateralismo, contribuindo para o sucesso de uma abordagem multilateral aos
riscos e ameaças do mundo global, na sua vizinhança e na própria UE. Assim, a UE propõe
nesse documento aumentar a autonomia estratégica e, ao mesmo tempo, reforçar a cooperação
com os parceiros, em especial com a OTAN. O argumento deste capítulo é que a
UE está disposta a tornar-se uma potência global capaz de, numa abordagem multilateral,
lidar com novos tipos de conflito e ameaças transnacionais. Contudo, não dispõe ainda das
capacidades para o fazer, sendo necessário um esforço adicional no seu desenvolvimento.
Além disso, o capítulo olha para as relações da UE com África, em especial o Sahel, uma vez
que a UE tem sublinhado a importância de cooperar com a vizinhança de forma a reforçar
a sua própria segurança.
